A full planning application was prepared and submitted for the change of use of an existing tattoo studio into a dental clinic in Blackwood, Wales. With no external alterations proposed, the project focused on internal reconfiguration, supported by a complete set of architectural drawings and a planning statement, resulting in successful planning approval.
Project Overview
This project involved the proposal of a new dental clinic within an existing commercial unit that was operating as a tattoo studio at the time of commission. The primary objective was to submit planning application for change of use, with no alterations proposed to the external appearance of the building. The focus of the application was therefore entirely on the internal reconfiguration of the space to accommodate the operational requirements of a dental clinic while maintaining the existing external character of the property.
Existing Site & Constraints
The site consists of a single-storey building with a pitched roof, located within a predominantly residential area in Blackwood, Wales. The property benefits from a dedicated parking space located at the front of the building.
From a physical and planning perspective, the site presented minimal constraints. There were no significant limitations in terms of access, site boundaries, or building form, allowing the proposal to focus primarily on the suitability of the change of use rather than overcoming complex design or site-related challenges.
Client Brief
The client’s brief was to establish a small, modern dental clinic within the existing tattoo studio premises. Notably, the property had previously functioned as a dental clinic before being converted into its current use, which provided useful context for the proposal.
My scope of work included the preparation of a comprehensive set of architectural drawings showing both the existing and proposed layouts, along with a scaled site location plan suitable for planning submission. In addition to producing the drawings, I was responsible for preparing and submitting the change of use planning application via the Planning Portal for Wales, ensuring that all documentation met local authority validation requirements.
Design & Planning
The project centred on a full planning application for a change of use. I began the process by undertaking a feasibility study to establish the planning requirements and documentation needed for a change of use application in Wales. This included identifying the relevant planning use classes and reviewing comparable schemes that had previously received approval within the local authority area.
Based on the findings of this study, I prepared a full set of architectural drawings illustrating the existing condition of the space and the proposed internal layout for the dental clinic. As no external alterations were proposed, the elevations remained unchanged, with the drawings focusing on internal arrangements that supported the new use.
To strengthen the application, I also prepared a supplementary planning statement outlining the justification for the change of use and demonstrating how the proposal complied with local and national planning policies. Once all drawings and supporting documents were completed, I compiled and submitted the full planning application through the Planning Portal for Wales.
Final Outcome
The application was successfully approved, granting planning permission for the change of use.
